Ask him to reduce noise level by standard acoustic treatment of walls and ceilings. He can also reduce the noise by proper machine design, proper maintenance, lubrication, mounting equipment on rubber enclosing the noise, use of sound proofing material like walls, ceilings and floors, etc.
After that Find out if the noise qualifies as a violation by using sound meter app. In law government has prescribed certain sound limit to be managed by factories. Check with your local government to find out if the person is committing a noise violation.
